Programme Complement

The Programme Complement sets out the operational details of the programme strategy and describes the types of activities which can be funded through the programme. The Programme Complement sets out four key priorities for Objective One investment.

Each priority is made up of a number of different measures. Each measure has a specific objective and can therefore only fund certain types of projects. It is therefore important that your project is submitted under the right measure.

Each year the Objective One programme produces an Annual Implementation Report.

Mid Term Evaluation

The Mid Term Evaluation (MTE) was one of the key programme evaluation milestones set by the European Commission and required of all Structural Funds programmes.

It was an extensive exercise undertaken in 2003 by external consultants and its purpose was to:

• Examine the continued strategic relevance of programme interventions;

• Examine the quality of implementation and monitoring arrangements;

• Provide a set of recommendations.

Update to the Mid Term Evaluation

The Update to the Mid Term Evaluation is one of the key programme evaluation milestones set by the European Commission and required of all Structural Funds programmes.

Its purpose is to:

• Review the implementation of recommendations made in the 2003 Mid Term Evaluation;

• Analyse the outputs and results achieved to date, in the light of programme targets and financial performance;

• Analyse the impacts achieved to date and the likely achievement of programme objectives.
